That said, it is hard to understand reports of people reluctant to have evacuated from an exposed Atlantic ocean-facing peninsula called "Breezy Point" with an incoming Hurricane. Had it been called "inexplicably sheltered inlands", it might be a different matter; but the clues were all there in the name.
