I don't think there is a best time.If you really want something to be seen and fully chortled at then about 11 PM is a good time, as the board's moving pretty slowly (usually)
but there's never a guarantee that anyone will even comment on it.
It's a complicated feelings kidney, whichever way you slice it.
I think that should have been fp'd the first time round anyway so Karma wins once again..
