could try getting the landlord / freeholder to get a plumber to install a decent pump or something.
kick up a fuss and say something about the absence of a reliable water supply infringing your human rights.

so far,
we've spoken to them in person, written them a letter, spoken to the landlord, spoken to their landlord, and contacted a pet Conveyancing Lawyer for some more advice.
The thing is, it never happened with the last tenants who lived there, and they seemed perfectly clean nonetheless.
