no it's not, it's a statement in plain languageif you said "I couldn't rub a duck about cricket scores" but actually meant "I don't give a fuck about cricket scores" that would be a metaphor
but saying "I couldn't care less about cricket scores" means you couldn't care less about cricket scores, it's not a metaphor
