Doubt it... war crimes are very fashionable nowadays, everyone knows them at a time when less folk have actual experience of war...
Nation states are quite legally allowed to protect their waters from piracy, terrorists and arms smugglers. The Tamil Tigers even had a sea-borne wing... the Sea Tigers, something the IRA didn't even try.
Sri Lanka did try co-operating with the UN with the problem shipping but the UN just used to fuck it up gloriously so they stopped.
