Sometimes you see this.
Because a lot of comment systems tried to get all clever and remove capslock, but still capitalising the first letter of words.

It Takes Much Fucking Longer To Read Too
I Find Myself Reading Each Letter With Emphasis, similar. to. how. I. would. read. this.

Pisses me off nearly as much as text speak. Anybody who can't see that real words are easier to read us an illiterate and probably a stupid.

For a title...
...it's OK. I can't imaging writing "One flew over the cuckoo's nest" without title case.

But.

I come across a lot of technical manuals (ooh err missus, etc.) and they will capitalize terms to show that they mean their front panel or their flange (ooh err missus again, etc.).

This results in sentences with seemingly random capitalization:

To assemble the Rear Story, the first Flange attaches laterally to the Front Panel and Upper Body Assembly via a 5mm Gammet Ridge and Baffler Sucker.

If you read this as per Eukanuba's suggestion above, it sounds like William Shatner wrote the manual.
