It appears to be a fake nameReferring to Margaret Thatcher, possibly the least popular Prime Minister in recent history; due largely to her economic decisions.

It'll let you look her up, or I'll just end up shouting in incoherent rage. Suffice it to say, I think she was the true and ugly face of unrestricted capitalism; and the less well-off of this nation are still paying the price of some of her policies - Ineffective unions, neglected public transport.
Of course, she wasn't all bad. You just couldn't help but hate "the milk snatcher".
