EDIT: Although you could say the original sign makes the same statement in a more obscure way, though the holder would probably not agree. The Qu'ran suggests that believers should use kind words (even against "infidels"). Therefore you could argue that promoting the use of violence against a mere insult is, in itself, an insult towards the morals of Islam and should therefore be punished.
By beheading, one would presume.
