Hmmm
It depends on the barometric pressure and humidity of the air, but a rule of thumb is that you can see your breath in still air if the temperature is around 10 degrees C or less. I'm a student in a cold, cold city with old, nasty buildings. I learned this the hard way.

A good route
to lung problems, underheating your home.

Look, we're designed to live in nice, warm places. We can deal with a bit of cold, but not constantly. Underheating homes kills more people than you'd think - being stingy can really really hurt some people.

Stop complaining
and put another jumper/pair of socks on.

That's the rule in my flat too.
No heating until breath is visible!
Not just economic but eco friendly too.
