duplicate the layer
rotate each one
and then make them visible/invisible in turn

I get great ideas
then realise how hard they'll be...
luckily nowadays I decide not to make them BEFORE I spend 9 hours making all the necessary elements!

i used to make animations
with my super8 camera. They were REALLY shit.
I can't be arsed anymore
at least with potatoshop it's just duplicate/move.

just use transform
not Tranform Image, but plain Transform - it's under Edit, and if you don't have a selection it'll work on the current layer.
that layer will be changed in all the frames though, so you'll need to duplicate it and edit the duplicate if you want to make a progressive animated change.
