Comes from the Japanese Pika (onomatopeic word for electrical sparking) and Chu (rat/mouse).

However,

Pikapika is onomatopeic, but more generically applied to shiny objects, perhaps, one might say, "sparkley" objects (such as electrical sparking).

E.g.
Diamante jewellry on QVC = pika pika
Sparks round pikachu = pika pika
